
The Trump Administration’s Religious Liberty Commission (RLC) convened its fourth hearing on December 10, 2025, to consider the state of religious freedom in the U.S. military. The RLC invited RFI’s Senior Chaplain Fellow, Chaplain (Major) Graham B. Glover, currently serving with the U.S. Army Reserve, to submit written testimony to inform its deliberations on this critical set of issues.
Chaplain Glover’s testimony focused on three main areas:
- Strengthening religious freedom training for military chaplains.
- Emphasizing the critical role of U.S. military chaplains in advising their commanders on the religious dynamics affecting warrior readiness and the religious landscape of their respective theater.
- Expanding interagency involvement for U.S. military chaplains in support of the National Security Strategy.
The White House announced the establishment of the RLC on May 1, 2025. RFI’s Ismail Royer, who was appointed as an advisory board member on May 16, has contributed to the RLC’s efforts on multiple occasions since its inception. For example, Royer submitted an in-depth report to the RLC in August detailing the landscape of religious freedom violations in America.
